-Voter registration operations started yesterday in Congo' s eastern provinces. Some 800 registration centres will open in North and South Kivu. 10 000 Congolese soldiers will be deployed in eastern Congo with a mission to secure the voter registration process.
-Congo' s electoral commission said registration centres in Djugu and Irumu (Ituri) had been raided and en election observer shot dead.

-The 4th integrated Congolese army brigade is gearing up for deployment to northeastern Congo' s Ituri district. This brigade has just completed a training programme at Mushake in North Kivu.

-In view of the urgency of the requirement and the succesful completion of ongoing registration of voters UN Secretary -General Kofi Annan intended to begin immediately to provide the logistical support for the electoral process, pending the official approval by the Security Council of his recommandations, that he has made in his Congo report of May.

-MISNA sources refer the movement of soldiers in an area between Rutshuru and Masisi, and preoccupying tension between the soldiers of the new unified armed forces of Kinshasa and pro-Rwandan RCD-groups.

-The UN Security Council accepted a resolution to send more police ( 841 men) to enforce MONUC. The increase of the police number of MONUC is necessary to assure the security during the election process. The total number of MONUC personal is 18.895, of which are 15.558 military troops.

-Five investigators have been appointed to the Group of Experts for Congo to monitor the UN Security Council arms embargo against militias under a mandate expiring next January.

-The Congolese army (FARDC) will on 30 September begin using force to expell all foreign rebel fighters, especially the Rwandan FDLR rebels in eastern Congo.

-The UN refugee agency, UNHCR, will begin facilitating the repatriation of 150 000 Congolese refugees in Tanzania on October 15. Refugee return is only possible to the Uvira and Fizi territories of South Kivu, where the security situation notably improved over the past months, according to the UNHCR.

-47 dissident Congolese soldiers were arrested by FADRC troops in South Kivu, near the border with Rwanda and Burundi. Those arrested are suspected to have participated in the June 2004 mutiny in Bukavu, which was led by two rebel officers, Laurent Nkunda and Jules Mutebusi. These two officers are currently facing an international arrest warrant.

-50 Ugandan LRA rebels commanded by Joseph Kony's deputy Vincent Otti have crossed into Congo' s Oriental Province.

-Heavy gunfire on the Congo/Uganda border at Bunagana forced thousands of Congolese to flee to Uganda on Tuesday. There was an exchange of fire between RCD-Goma forces and FARDC forces at Kyengerero at the border.

-Critical moment for Congo's social sector today: Teachers and civil servants' unions are to decide whether they accept or not the government's proposals regarding the salary raise proposed.Teachers have been on strike for about a month and one of their leaders by the name of Mutumoy has been detained for over 10 days. The new salary proposed will range from 50 to 100 US dollars.

-The head of the Independent Electoral Commission, Malu Malu, says that his objective is to reach a total of 20 million voters. 13 million voters have already expressed their intentions to participate in the elections in Congo next year.

-FDLR rebels in eastern Congo calls for urgent talks with the DRC, Rwanda and Uganda ahead of a looming deadline set by the three nations for them to disarm and return home. " The FDLR proposes to urgently meet the tripartite group to find ways for the full implementations of the Rome declaration of March 2005. The FDLR is asking the international community to ensure there are minimum guarantees in place to allow them to return in peace, as well as to fully engage in political activity.
-Teams in charge of over 30 parastatals have been replaced according to regional and political criteria.This has put an end to a year-long controverse over control of the state-owned companies between the presidential caln and the other political groups in the government. Kabila's PPRD has remained in control of a.o. the national television, the Mai-Mai of the Congolese institute of the Conservation of the Nature. The Civil Society grouping secured a.o. the REGIDESO water parastal. The PPRD's most powerful rivals have achieved substantial leverage: The RCD-Goma secured control of the transport office (ONATRA), the electricity company (SNEL), the copper and cobalt company (SODIMICO), the customs office 9OFIDA) etc. The MLC appointed CEO' s of the petroleum company COHYDRO, of the centre of evaluation, expertise and certification of diamonds (CEEC), the congolese press agency (ACP) etc.
