-In the wake of recent fighting in North Kivu between government forces and fighters loyal to renegade general Nkunda, Amnesty International in a press release called on all forces involved in the fighting to respect internationale human rights and humanatarian law, and stop attacking civilians. A.I. also called on the Rwandan government to act immediately to stop the recruitment on its territory of individuals, including children, as fighters for Nkunda's forces.

-In a interview MONUC force commander general Babacar Gaye explains MONUC's role during the crisis in North Kivu: Where humanatarian agencies organised displaced persons camps, the MONUC is the force which have to ensure the security in these camps. With regard to the FARDC (the Congolese army) it is MONUC's mandate to assist them. MONUC is giving them logistical support, through transport of munitions.

-Ugandan newspaper New Vision reports about a deal between Museveni and Kabila during a meeting at Ngurdoto (Uganda) on September 6, about a joint oil exploration in the Albert Lake and the construction of Gold refinery in the DRC. On the disputed Rukwanzi Islind in the lake it was agreed that it would be under both Ugandan and Congolese civilian administrations with police from both sides overseeing security.

-Shortly after Rwandan Foreign Minister Charles Murigande left the Congo after his discussions with Congolese Foreign Minister Nyamwisi over the situation in North Kivu, Colonel Mwendanga, a political advisor of Nkunda, was arrested in Gisenyi, Rwanda. He was travelling with a Belgian passport, which has empirically opened a link to establish what connections exist between Nkunda and certain Belgian officials along with the former Mobutists in exile in Belgium, such as general Baramoto. -Tension escalated yesterday in North Kivu with heavy fighting between Nkunda and the FARDC near Rubaya on the road from Saké (around 30km north-west from Goma) to Masisi. Local sources also report that the main road of the area of Jomba, a village along the border between Congo and Rwanda, has been blocked to impede any movements in or out of the area.

-IRIN reports that Nkunda insurgents has launched attacks against three of the FARDC positions: in Ngungu, in Karuba en in Kitchanga (In Masisi territory, northwest of Goma)

-Fresh fighting in North Kivu has uprooted yet more people, with new waves in the coming days expected, UN agencies said today. Some 65 000 internally displaced persons (IDP's) are sheltering in the Mugunga area close to Goma. 'We are extremely concerned', said the UNHCR spokesperson, noting that the new IDP'swould be in addition to the over 300 000 displaced in North Kivu since December last year, which has already brought the cumulative total to over 700 000 IDP's there.

-Fighting between Nkunda and the Congolese army is continuing in Masisi area near Mushake and Karuba.

-President Kabila left Kinshasa for the United States, where he will meet his counterpart George Bush. The US has pressured Congo and the government of Rwanda to reach a settlement that could settle the Nkunda problem and that of the presence in eastern DRC of Rwandan Hutu rebels. The White House statement said that bilateral cooperation in security reforms and economic reconstruction of Congo will high on the agenda during the visit of Kabila.

-BHP Billiton signed an agreement with the Congolese government to built jointly a $ 3 billion aluminium smelter in western Bas Congo province using hydroelectric power of the Inga 3 power station on the Congo river.

-A top aide to Nkunda, Bwambale Kakolele, told IRIN that Nkunda would on 24 October send a first group of 200 soldiers to the brassage (integration) centre set up by MONUC in Kirolirwe (80 km northwest from Goma). A spokesman for MONUC, which estimates Nkunda's military strength about 5,000 men, said it had received no such message.

-De Beers, the world's largest diamond producer, will spend $ 31.4 million in Congo in projects in Kasai, one of the richest diamond producing areas of the world. De Beers, 45 percent owned by mining group Anglo American, has already some projects in Congo, including a joint venture with Congo's state diamond company Miba. Congo is evaluating 65 mining concessions for all materials mostly granted during the 6-years war and the 3-years transition period that followed. They involve major players like Anglo and BHP Billiton. The review is expected to be completed by the end of the year.

-A Chinese delegation under the leadership of the director of the Chinese Development Bank is in Kinshasa to confirm the partnership of Congo and China. The China deal, already announced by Congolese and Chinese officials in September, earmarks $ 3 billion for strategic highway and railroad projects linking Congo's mineral-rich interior to its southern neighbours and Atlantic shipping routes. Besides, $ 2 billion targets the revival of Congo's mining sector. Joint ventures between Congolese state companies with Chinese counterparts are in the planning. The accord comes with a promise of a possible $3.5 billion more.

-The UN is preparing to send a 16-strong team into Congo to map human rights abuses between March 1993 and June 2003, more than 11 years after 200 000 refugees disappeared and following the war that cost the lives of an estimated 4 million people. The greatest atrocities appear to have been in 1997. The refugees, Hutu from Rwanda, many of them women and children, had been in vast camps on the Rwandan border. These camps were invaded by the Tutsi-led Rwandan Patriotic Front.

-Representatives of Rwanda and Congo governments met in the Nairobi to sign important agreements: Kinshasa pledged to prepare by 1 December 2007 a detailed plan to disarm and address the threat posed by the ex-FAR/Interahamwe and to launch military operations to dismantle these groups. In return, Rwanda agreed not to support any armed groups, Nkunda's group in particular in eastern DRC and to prevent them crossing its border in either direction. The Nairobi meeting was facilitated by the UN, the US Administration and the EU.

-Last week saw the worst clashes in North Kivu between Nkunda and the FARDC since Kabila's call for disarmament erupt near Saké.

-Citing ongoing security challenges in Congo, UN Secretary-General Ban Ki-moon has recommended the mandate of the MONUC for one more year, suggesting that a drawdown could commence following the holding of local elections.
